The number of people who donated regularly to the Community Chest of Korea or made at least one donation to other charity groups rose from some 513,[link widoczny dla zalogowanych],000 in 2005 to 985,000 last year. The amount of private donations made to CCK rose 93 percent over the same period from W69.4 billion to W134.5 billion. A restaurant owner in Seoul sells bean paste stew for half price twice a day and contributes the proceeds to World Vision,[link widoczny dla zalogowanych], an international poverty relief group.
Until recently,[link widoczny dla zalogowanych], giving money to charity was seen as something only rich people could do. And while corporations account for 60 percent of all donations in Korea,[link widoczny dla zalogowanych], the heads of big businesses rarely cough up substantial sums themselves. In contrast to that,[link widoczny dla zalogowanych], it is very encouraging to see an increase in grass-roots giving,[link widoczny dla zalogowanych], with individuals offering between W10,[link widoczny dla zalogowanych],000 to W20,[link widoczny dla zalogowanych],000 a month. It demonstrates an increasing social maturity in Korea.
But most private donations are still occasional, one-off payments rather than regular offerings. This is why the government needs to offer higher tax incentives for individuals who donate. The U.S. and Japan provide greater tax incentives to individuals than to corporate donors, while in France individuals can deduct up to 66 percent of their donations from their income taxes. In Korea, only 20 percent of a person's total donations are tax deductible. The government should also ease conditions for establishing non-profit groups in order to encourage more people to give.

Korea is facing off once again with Qatar after being defeated by the Gulf country for the right to host the 2022 World Cup. The event at stake is the ponderously named 18th UN Conference of the Parties under the United Nations' Climate Change Convention (COP) in 2012,[link widoczny dla zalogowanych], and both countries are engaged in intense diplomatic lobbying to bring it home.
A total of 194 countries take part in the COP,[link widoczny dla zalogowanych], the biggest meeting in the world involving environmental issues.
It is Asia's turn to host the next COP. The key issue is gathering support from other countries in the region. "At present,[link widoczny dla zalogowanych], 27 out of 52 Asian countries have expressed support for Korea hosting the event,[link widoczny dla zalogowanych], while Qatar is seeking the backing of the 'Group of 77' developing countries,[link widoczny dla zalogowanych]," said a government official.
Much also hinges on Qatar's attitude. Chey visited textile plants in Daegu and shoe factories in Busan, asking small businessmen what their problems were. One owner of a small business said they had always understood that the FKI was a fraternity of large family-owned conglomerates,[link widoczny dla zalogowanych], but the meeting with Chey opened their hearts. Although Chey had some trouble because he often talked candidly about the Kim Young-sam administration, the FKI under his chairmanship was the most dynamic in its 46-year history. But look at the FKI now. At a meeting on Jan. 25,[link widoczny dla zalogowanych], its octogenarian chairman Kang Shin-ho was narrowly re-elected because nobody else wanted the job. Not wanting to run a risk, the CEOs of large conglomerates pushed the head of a medium-sized enterprise, who they believe will be less subject to outside influence.
The FKI has been on the decline since the financial crisis in the late 1990s. Many members were to blame for the crisis. The then FKI Chairman Kim Woo-choong, the chairman of the Daewoo Group, was distrusted by both the government and business circles for his attempt to push a "big deal" in favor of Daewoo subsidiaries. Some chaebol were in trouble as their fraudulent accounting practices came to light. The FKI took sides with Hyundai Electronics when Hyundai was negotiating with LG Semiconductor. Since then, LG Group chairman Koo Bon-moo has refused to have anything to do with the FKI. Even as an organization representing the big chaebol, then, it has failed to represent one of the Big Three.
No wonder FKI members,[link widoczny dla zalogowanych], whose maximum annual membership fee is W5 billion won, are complaining. Individual enterprises have no choice but to keep their heads down for fear of tax probes if they incur the government's displeasure. That is why the FKI is obliged to make its voice heard in political circles, the government and civic groups on behalf of these individual businesses. But it doesn't seem to have the will to fight.
In an interview with the foreign press four years ago, FKI managing director Kim Suk-joong warned the goal of the Roh Moo-hyun administration,[link widoczny dla zalogowanych], then just voted in, was ��socialism.�� Since then the FKI has remained as low-key as if it had committed a felony against the regime. The FKI has uttered only faint murmurs in the face of the government's leftwing policies and anti-business sentiment. Commenting on the president's disastrous New Year's address on Jan. 23,[link widoczny dla zalogowanych], the FKI in a statement said,[link widoczny dla zalogowanych], "We believe the presidential speech put forth proper suggestions and policy direction for the sustained development of the national economy." It was widely ridiculed.
In Japan, Keidanren is the equivalent of the FKI,[link widoczny dla zalogowanych], but the difference couldn��t be more glaring. Keidanren threatens parliamentarians with the withdrawal of campaign funds if they make anti-business statements. Nobody expects the FKI to do that. They only want it to make its voice heard in defending the market economy at a critical time. This is not about profits for the big conglomerates. If the FKI remains silent when anti-market policies and sentiment are rampant, it is in dereliction of its duty.
